- Took backup
- created home2 and test subdirs and MySQL DBs for backup and test installations
- restored site to home2 and test
- performed test upgrade from Joomla 3.6.2 to 3.6.4 in home2
- found problem with writing configration file. investigated. problem exists on live site
- performed upgrade on live site for Joomla, Akeeba core and Sourcerer.
- Problem still exists on live site
- cannot create new article; but can update articles e.g. this one.
- cannot change master config.
- get 403 error - Forbidden access to this resource.
- Verified can update this article from front-end also.
- Researched blogs and ModSecurity implicated; disabled ModSecurity using cPanel button for same; resolved problem. But why?
- Opened ticket with Verve. Reenabled modsecurity. Article creation and offlining now work.
- If issues with Administrator actions in future then first response should be to disable MoDecurity in cPanel. May need more rules.

the server has a modsecurity log. I searched for your IP and saw the rules that were blocking you. I added an exemption to those rules for your site. Please try enabling modsecurity again.Christine
